Parveen Goribidnur is Founder & CEO of United Regulation and Strategic Advisor to the India DPDPA Forum. She is an AI governance and technology leader whose work sits at the intersection of regulation, artificial intelligence, data protection, digital policy and responsible innovation.
With over two decades of experience, she has led large-scale AI systems in speech recognition and enterprise technology across Microsoft, Oracle, EMC Corporation, Sapient and Servion Global Solutions. With experience across enterprise technology environments and governance-oriented initiatives, she brings a deep understanding of ethical AI, regulatory foresight and implementation-oriented governance frameworks.
Her work spans governance engagements in India and the EU, focusing on regulatory frameworks, operationalisation and scalable compliance. Her perspective is especially valuable to institutions navigating the overlap between innovation, public policy and accountability.
Her company, United Regulation, is currently building an integrated, lifecycle AI and data regulatory platform comprising products, tools and a continuous human stewardship layer covering DPDPA, GDPR, the EU AI Act, emerging AI Bills of Rights and global privacy and safety frameworks.
She holds a Bachelor of Technology in Computer Systems from the University of British Columbia. She is an Algorithms, AI & Civil Liberties Fellow (Top 8 from Asia) with the Friedrich Naumann Foundation and has trained in Public Policy at the National Law School of India University.

With over two decades of engineering leadership across Siemens Healthineers, KPIT, Elektrobit and Sartorius Stedim India, he has built and governed large-scale systems in regulated and safety-critical environments. He brings a practitioner's perspective on how governance frameworks operate in real-world design and deployment.
He enables organisations to move beyond policy-led compliance toward continuous, system-driven governance, spanning the DPDP Act, GDPR, ISO 27001, ISO 27701 and emerging AI governance frameworks.
